Just makes sense

*damage and movement slow effect

and make them as a building option too, which you can build on the ground, or on top of walls/fences.

3 wire and 1 pliers = 1 barbed wire ( the pliers wouldnt be used. They would work like the electronic repair kit in the code lock recipe)
