Fix underground bases and underground exploits#4131

Please for the love of god fix this issue, it’s been years, you guys don’t realize how many players would come back if this wasn’t an issue.
Please.
I have 700 hours plus and I’m at my end when it comes to the glitch underground bases, they’re unraidable and make the game boring and pointless when you can’t raid. Every single server has the whole underground filled with bases.
