increase static loot spawns#4101

Please consider increasing the static loot spawns. The weapons you find around the map are all tier 1, occasionally finding a tier 3 or 4 at the top of a tower or building would be excellent. I can’t even remember the last time I found a aksm anywhere, including in bot loot.
