Improved character protection—both when equipped and when unequipped.#3990

I’ve been testing out the vests, and honestly, the heavy vest doesn’t do anything at all. It makes no difference whether you’re fully geared up or not—if you take a few shots, you die just the same. I really think they need to improve the protection provided by heavy vests and helmets—whether they’re ballistic or heavy-duty—so that you don’t just drop dead instantly. Otherwise, I’d rather just walk around without a vest or helmet; it’s simply too much time spent looting just to have it all taken away in less than 30 seconds.
