How to avoid the very frustrating "Mod version mismatch" error#3853

1- Allow servers to be the only ones to download mods from the Workshop
2- Point the clients to the server they connect to as the source of the mods

This allows a seamless flow without the problems associated with mod updates, and or mod deletions that prevent players from joining and unburden server operators from constantly checking for mod deletions & updates.
