For the shortage of bullets#1324

Being able to build them, we know that it would take up furnaces and minerals, but it would not be so necessary to have all that, I mean if they got into it later, but for now imagine that in the cities we find Gunpowder or Bullet Casings, with that, I feel that it would be more or less good, and later on we will add the Furnaces and Minerals.

Seperate casings/powder/slugs to be assembled at the workbench could be interesting. Hard pass on anything that involves mining resources, tho.
